Islamabad : Billion of rupees were distributed among PPP and its allied parties just to win the votes in election 2013 during the regime of Raja Pervez Ashraf in the last tenure.
Chief Justice Iftikhar Muhammad Chaudhary said this during hearing of distribution of public money case on Wednesday.
He said that the now the federal government has to tell the court that this was wrong practice that would not be repeated again.
CJP said that it is very inappropriate way that government would no not do anything in five year tenure, but
at the end of the day, it would open the mouth of national exchequer and dole out all the public money to win the sympathies of the voters, but the people are well aware of all this drama , so the results of elections is in front of everyone.
Earlier Attorney General Munir A Malik said in his arguments that although the constitution provides the prerogative powers to Prime Minister but giving out the state money for the political gains is not justified.
AG told the court that funds were given to some persons which have not any existence in reality He said that there was not 50 percent transparency in distributing the funds, while rules were not followed in 70 percent cases during PPP’s government as he gave away some 31.9 billion rupees to different people.
The representative of AGPR took the plea that the PM can use discretionary funds with the approval of the parliament. Earlier the development funds were used by the local bodies, but as the LBs were not present, so the PM gave it the members of parliament for the development work.
On which CJP said that the using of discretionary powers does not mean to distribute funds among blue-eyed persons. He said that PM should had been put the disposal fund on the disposal of federal cabinet , but the real mismanagement begins from here that PM not only diverted the funds of other national projects towards his constituency but also allocated lot of funds for the coalition partners.
Justice Jawad S Khawaja said on the occasion that the constitution does not allow any discretionary fund for anyone. He said that it is astonishing that there was not writ of the government if Prime Minister can take billion of rupees on just one telephone call.
Justice Azmat said that how the federation can do a job, which is not permitted the constitution.
Attorney General has completed his arguments in the case, while Iftikhar Gilani would commence to tell his stance to the court today (Thursday)
